Statement on Approved Federal Budget Cuts

The One Big Beautiful Bill Act, signed into law by President Trump on July 4, 2025, includes approved reductions to Medicaid’s Home and Community Based Services (HCBS). These changes are deeply troubling in that they shift HCBS from a protected option to one vulnerable to steep federal cuts.

These reductions threaten the essential supports that allow individuals with disabilities to live safely, independently, and with dignity in their communities.

At May Institute, a large percentage of the services we provide are funded through Medicaid and considered “optional” under federal guidelines. For the individuals we serve, these supports are not optional, they are life-sustaining.

Cuts of this magnitude will mean reduced services for those with the most complex needs.
